Once a suitable planet has been tagged by the SRW, the PRC will likely be called in to study the planet in depth to determine it's suitability for eventual colonization, or to determine if it possesses any significant resources that might be more immediately useful.
PRC vessels are huge, virtual cities in space. They have to be. They need to carry everything needed to support a crew of hundreds of scientists and support personnel for up to years while they conduct a very complex and far ranging task: The detailed assessment of a living world. An incredible array of scientific disciplines must be well represented on a PRC assessor cruiser. There must be many different types of biology experts aboard that specialize in the study of lifeforms ranging from virus to dinosaur sized. Each branch needs it's own labspace, equipment, support personnel and other resources. Likewise various types of geologists are needed to search for potential dangers like earthquake regions and volcanic activity. Meteorologists must study the planets weather to avoid placing a colony in an area wracked by tornadoes or worse. Zoologists must determine if any species of animal is especially dangerous, or useful. Botanists evaluate plant life for potential food or medicinal use.
All these sciences and many, many more must be carried on a PRC, and since they mostly rely on complex equipment a staff of crack technical support personnel must go along.
In case of infection by an unknown type of pathogen an expert medical staff must be at hand to deal with possible new diseases and equipped with the best medical technology the Alliance has to offer. Of course the medical staff is needed for routine matters more often.
There must, obviously, be recreation for the hard working scientists and other crew, so some recreational staff are almost as essential as cooks and medical staff to the long term well being of the crew.
A military contingent accompanies each PRC sent into new systems, to make certain that the advanced Alliance technology and knowledge base carried by the vessel does not fall into potentially hostile hands. (or claws, tentacles, etc.)
Lastly, there are the people who must enact the wishes of the scientists studying the planet. They are they ones who must land on a world no person's are known to have ever touched and gather the specimens the scientists want or need for study. They are the first ones exposed to unknown dangers such as new microbes, hostile fauna, etc.
They are the player characters.
