Weapon design and manufacture is a never-ending cycle. Some poor sod on SwampLand IV discovers a weird beastie and reports it back to Central, and the next thing you know, the brain trust has come out with a new gun to kill yon weird beastie!! And the poor sod who had his arm ripped off never sees a red cent. Figures!
